El Ayuntamiento es una parte inseparable de varias generaciones de habitantes de Bosnia y Herzegovina, sobre todo de Sarajevo, y su Biblioteca es la agencia para la expansin de la cultura y el conocimiento


Anoche no quemamos nuestros sueos. Fueron quemados en la noche entre 25 y 26 de agosto de 1992 cuando ardi la Biblioteca Nacional y Universitaria de Bosnia y Herzegovina, ms conocida bajo el nombre corto Vijecnica (Ayuntamiento). Fue parte inseparable de las vidas de la gente en Bosnia y Herzegovina, sobre todo en Sarajevo. Y lo sigue siendo. De manera lenta, pero segura, se est recuperando ya desde hace aos. Gracias a la persistencia de sus empleados que ahora son 69. Dos millones de unidades de libros se quemaron en 1992, y ahora mismo su fondo tiene 400.000 ttulos.


La Ley de 1995

Cada vez ms cientficos visitan la Biblioteca y adems ya existe un buen Centro para la educacin de los bibliotecarios, otro Centro para la proteccin del material bibliotecario y el Centro Internacional para ISSN y ISBN. Su director es miembro de CENL (Conference of European National Librarians-Conferencia de Bibliotecarios Nacionales Europeos), ya desde 1994 BNUByH is a member of IFLA (International Federation of Library Associations Federacin Internacional de las Asociaciones Bibliotecarias) con sede en La Haya.

Sin embargo, las actividades de la Biblioteca todava se regulan segn la Ley sobre la Actividad Bibliotecaria de 1995, y se financian a travs del Ministerio de Cultura y Deporte de la Federacin ByH. Desgraciadamente, la Biblioteca, igual como las dems instituciones, tan slo est sobreviviendo, y desde nuestro punto de vista, habra que dar un giro radical en la actitud que tenemos hacia la cultura y las instituciones culturales en ByH. Es decir, en vez de una actitud deprimente en el estilo slo hay que sobrevivir hasta tiempos mejores habra que encontrar cualquier modo de hacer inversiones masivas en la reconstruccin de las instituciones culturales destruidas y en la construccin de las nuevas. Porque vemos que el estado general en el que se encuentra la cultura es muy bajo, sobre todo la juventud est dejada, y a travs de la colaboracin del gobierno y de las instituciones se podran conseguir ciertos logros en la superacin del estado en el que no existen ni perspectiva ni objetivos. Luego, tenemos lo que yo llamo la poltica cultural de una persona, en la que el Ejecutivo tiene un poder enorme en la distribucin de los medios financieros, sin saber quien es la persona encargada de determinar prioridades y cul es, por ejemplo, la direccin a la que hay que acudir para cuestiones de reconstruccin y recuperacin de las bibliotecas en ByH. Porqu las bibliotecas no se podran considerar como agencias para la expansin de la cultura, alfabetismo, adopcin de conocimientos y aprendizaje para toda la vida? Si tal institucin en ByH, una que realmente tiene algo que ofrecer al mundo por su importancia para la civilizacin, no encuentra comprensin de los que controlan la caja presupuestaria, nos podemos preguntar si ellos entienden el papel de la cultura en el desarrollo social de la edad contempornea., dice el Director de la Biblioteca Nacional y Universitaria de ByH, dr. Enes Kujundzic.

El smbolo de los tiempos

El Ayuntamiento (Vijecnica) se ha convertido en el smbolo de su tiempo y espacio (est construida en el estilo pseudo-mudjar, y despus del edificio de la Presidencia de ByH es el objeto ms grande y ms representativo del perodo austrohngaro). Y como tal, slo puede ser destinado a ser el lugar donde vive el libro y la sabidura humana.

Nota de Paz Ahora: el diario OSLOBODJENJE fue el unico periodico de Sarajevo que pudo publicarse a lo largo del cerco a la ciudad durante todos y cada uno de los dias que duro la guerra. A pesar de que el edificio del periodico fue bombardeado hasta su destruccion (igual que ocurrio con la biblioteca de Sarajevo), la redaccion continuo trabajando incansablemente desde los sotanos para hacer llegar sus paginas a los habitantes de la capital Bosnia.

The Habitat of the Book and the Human Knowledge
The City Hall is an Inseparable Part of Generations and Generations of People in Bosnia and Herzegovina, Especially of those who live in Sarajevo, and its Library is the Agency for Spreading the Culture and the Knowledge

Last night we didnt set our dreams on fire. They were burnt down during the night between 25 and 26th of August of 1992 when the National and University Library of Bosnia and Herzegovina, better known as Vijecnica (City Hall) was incinerated. The NULBiH was an inseparable part of Bosnian peoples lives, especially of the inhabitants of Sarajevo. And it still is. Slowly, but surely, during these past years, it is being recovered. Thanks to the persistence of its employees, 69 of them nowadays. Two million books units were burnt in 1992, and now, there are 400,000 units in the library funds.

The 1995 Law

With each day there are more cultural workers and scientists who visit the Library, and there is also a Centre for Education of the Librarians, other Centre for Protection of the Library Materials, and an International Centre for ISSN and IBBN . The director of the Library is a member of CENL (Conference of European National Librarians) and already since 1994 the NULBiH is a member of IFLA (International Federation of Library Associations) seated in The Hague.

Nevertheless, the Library activities are still regulated by the Law on the Library Activities, from 1995, and they are financed through the Ministry of Culture and Sports of the Federation of BiH. Unfortunately, the Library, as well as the other institutions, is merely surviving, and it is our point of view that a radical change must be made in our attitude towards the culture and the cultural institutions in BiH. That is, instead of a depressing point of view somewhat like: we should just survive until better days come, all kinds of ways should be sought in order to invest massively in the destructed cultural institutions and in building of the new ones. The reason that claims for this change is obvious - the generally low cultural level, especially amongst the youth - while through government and cultural institutions cooperation we could accomplish certain progress in overcoming this lack of perspectives or goals. Furthermore, we have a situation here which I call the cultural politics of one person, where in matters of the financial means distribution a huge power has been given to the government and other executive authorities, without the possibility of knowing who should determine the priorities and who is in charge of recuperation and reconstruction of the libraries in BiH, for example. Why shouldnt we consider the libraries as agencies for spreading culture, fighting illiteracy, acquiring knowledge, and learning throughout the whole life? If here in Bosnia and Herzegovina, such institution as the NULBiH - one that for its cultural importance truly has something to offer to the world - doesnt find understanding of those who control the budget funds, than we can ask ourselves if they understand at all the role of the culture in the social development of the modern world, says the director of the National and University Library of BiH, dr. Enes Kujundzic.

A symbol of our times

The City Hall has become a symbol of its time and space (it was built in a pseudo mudjar stile, and after the BiH Presidency building, it is the biggest and the most representative edification from the Austro-Hungarian period). And as such, it can truly and only serve as a place where books and human knowledge live.

Note from Paz Ahora: the Oslobodjenje daily was the only newspaper in Sarajevo that was able to publish its editions each and every day of the war, throughout all the time the city was under siege. In spite of the fact that the newspapers building was bombed until its total destruction (the same thing that happened to the Sarajevo Library), the editorial stuff went on working tirelessly, in basements and shelters, so that the newspaper pages can get to the inhabitants of the Bosnian capital.

Sinoc nismo spalili svoje snove. Spalili su nam ih u noci na 25/26. augusta 1992. godine kada nam je zapaljena NUBBiH, poznatija pod onim kratkim nazivom Vijecnica. A bila je nerazdvojivi dio generacija i generacija Bosanaca i Hercegovaca, Sarajlija posebice. I danas je. Polako i sigurno, godinama vec, oporavlja se. Zahvaljujuci upornosti njenih uposlenika kojih je sada 69. Dva milijuna knjiznih jedinaca izgorjelo je 1992. godine i trenutno knjizni fond broji 400.000 naslova.

Biblioteku posjecuje sve vise znanstvenih radnika i ima dobar Centar za edukaciju bibliotekara, Centar za zastitu bibliotecke gradje, Medjunarodni centar za ISSN i ISBN. Direktor joj je clan CENL-a i jos od 1994. godine NUBBiH je clanica IFLA-e sa sjedistem u Hagu. Medjutim, "Biblioteka jos uvijek radi po zakonu o biblioteckoj djelatnosti iz 1995. godine, a financira je federalno Ministarstvo kulture i sporta. Nazalost, kao i druge institucije, prezivljava, a nase je stajaliste, ustvari, da bi trebalo potpuno obrnuti odnos prema kulturi i kulturnim institucijama u BiH. Znaci, umjesto jednog depresivnog odnosa "samo da se prezivi do boljih vremena", trebalo bi na svaki nacin masovno ulagati u obnovu porusenih kulturnih institucija i izgradnju novih. Jer, vidimo da je opce stanje kulture nisko, posebno je omladina zapustena, a kroz saradnju vlasti i institucija kulture mogli bi se postici pomaci u prevladavanju stanja besperspektivnosti i odsustva cilja. Dalje, imamo situaciju koju nazivam "kulturna politika jednog lica", gdje je data ogromna moc u raspodjeli financijskih sredstava nosiocima izvrsnih organa vlasti, a da se uopce ne zna ko treba da utvrdi prioritete i koja je adresa, recimo, za obnovu i izgradnju biblioteka u BiH. Zasto biblioteke ne smatrati agencijama sirenja kulture, zatim pismenosti, usvajanja znanja i ucenja tokom cijelog zivota. Ako takva institucija u BiH koja, zaista, svojim civilizacijskim likom ima sto ponuditi svijetu, ne nailaze na razumijevanje onih koji kontrolisu budzetsku kasu, onda se postavlja pitanje da li oni razumiju ulogu kulture u drustvenom razvoju savremenog doba", kaze direktor Nacionalne i univerzitetske biblioteke BiH, dr. Simbol vremena

Vijecnica je postala simbol svojega vremena i prostora (izgradjena je u pseudomaurskom stilu i nakon zgrade Predsjednistva BiH, najveci je i najreprezentativniji objekt iz Austro-Ugarskog perioda). I takva moze biti samo mjestom stanovanja knjige i sabranog ljudskog znanja.
