DIA INTERNACIONAL CONTRA EL MURO EN PALESTINA
Con ocasin del 9 de noviembre, fecha en la que se conmemora la cada del Muro de Berln, nos manifestamos a fin de expresar nuestra ms enrgica repulsa ante la construccin de un nuevo muro: el Muro que est levantando el gobierno de Israel en los territorios palestinos ocupados.
En nombre de la seguridad, el actual gobierno de Israel, encabezado por Ariel Sharon, ha puesto en marcha el mayor proyecto de anexin del territorio palestino que ocupa desde 1967, encuadrndose dentro de la poltica de hechos consumados que los sucesivos gobiernos israeles han llevado a cabo desde entonces. En una primera fase del Muro, se estima que ms de 210.000 personas que viven en los 67 pueblos y ciudades palestinas colindantes con la lnea de armisticio, establecida en 1949, se han visto dramticamente afectados. Para las futuras fases, la trayectoria del Muro se adentra hasta 20 kilmetros dentro del territorio palestino, de acuerdo a las necesidades de los colonos israeles que habitan los asentamientos en Cisjordania, incluidos los de Jerusaln Este, en un afn de incorporar al menos a 200.000 de ellos en el lado israel.
Esta poltica demuestra, una vez ms, la falta de voluntad por parte de las autoridades israeles de alcanzar un acuerdo de paz justo y duradero que ponga fin a la ocupacin y sus nefastas consecuencias tanto para el pueblo palestino como para el pueblo israel. Desde 1967, las sucesivas declaraciones de paz han ido acompaadas de acciones sobre el terreno para afianzar sus ambiciones anexionistas sobre el territorio palestino, como son la usurpacin de tierras, la apropiacin de acuferos, la construccin de asentamientos y la deportacin de poblacin.
La poblacin palestina no ha dejado de sufrir los efectos devastadores de la ocupacin. Desde la firma de los Acuerdos de Oslo, que haban vislumbrado un halo de esperanza, el pueblo palestino ha visto como se ha disparado la colonizacin de su territorio y sesgado su libertad de movimientos. La construccin del Muro les aislar del mundo exterior, quedando su suerte bajo el control absoluto del ejrcito de ocupacin israel. A fin de construir el Muro, Israel est llevando a cabo la confiscacin de tierras, la destruccin de casas, comercios, colegios, recursos acuferos y tierras de cultivo, violando de forma flagrante el Derecho Internacional. Sirva de ejemplo el caso de la ciudad palestina de Qalqiliyya, que con 40.000 habitantes ha quedado totalmente rodeado por el Muro y con un nico acceso de entrada y salida con un horario restringido de apertura, custodiado por la arbitrariedad de los soldados de turno. La poblacin ha quedado separada de sus tierras de cultivo y los comerciantes no pueden vender sus productos. Ante la desesperacin econmica, las tierras se abandonan y los comercios cierran, forzando el xodo de la poblacin a otras zonas de Cisjordania. Esta situacin est provocando nuevos desplazamientos internos de la poblacin, tal como ocurriera en 1948 y 1967.
Confinando a la poblacin en crceles colectivas, el gobierno de Israel busca destruir a la Autoridad Nacional Palestina y sus instituciones, minar los estamentos econmicos, sociales y culturales, adems de arrebatar a todo un pueblo el derecho inalienable a la educacin, a la salud y al desarrollo. Esta poltica slo puede propiciar el caos y la pobreza que les conduzca al abismo. En otras palabras, la destruccin de la sociedad palestina en su conjunto, que imposibilite el establecimiento del Estado independiente de Palestina. Nos tememos que el siguiente paso pudiera ser el inicio de la deportacin y traslado masivo de poblacin seguido de la anexin oficial del territorio palestino.
Ante esta situacin insostenible, debemos condenar una vez ms y contundentemente la pasividad internacional. La memoria del Consejo de Seguridad y la Asamblea General de Naciones Unidas reflejan como las innumerables resoluciones de condena a Israel se han convertido en papel mojado, pasando por la condena de la ocupacin del territorio palestino, la anexin unilateral de Jerusaln Este despus, la presencia de colonos de la fuerza ocupante en el territorio ocupado y los castigos colectivos contra la poblacin civil, incluyendo la ltima resolucin de la Asamblea General condenando la construccin del muro. Todo ello con el apoyo incondicional de los Estados Unidos, con la firma de acuerdos estratgicos fuera del marco de Naciones Unidas.
Pero lo que ms nos preocupa e inquieta como ciudadana europea, es la incapacidad de la Unin europea de presionar al Estado de Israel, tal como se hizo en el caso de Sudfrica, a travs de la suspensin de los Acuerdos de Asociacin. Las fuerzas democrticas que apoyamos la justicia y reivindicamos el respeto al derecho internacional, ante el deterioro total de la situacin, exigimos el envo urgente de un cuerpo de observacin internacional bajo el mandato de Naciones Unidas para salvaguardar la integridad del pueblo palestino.
El Muro de Berln cay en 1989 por las presiones ejercidas tanto desde el interior como del exterior. La comunidad internacional rechaz su existencia desde el inicio de su construccin y no ces en su empeo hasta ver su destruccin. Tambin este nuevo muro, al igual que todos los dems muros erigidos en el mundo, debe caer desde dentro y desde fuera.
Desde aqu, desde Madrid, nos solidarizamos con los sectores que luchan por la paz en el seno de Israel y que alzan su voz contra la indignidad de este nuevo muro. Asimismo, hacemos un llamamiento a la sociedad israel, que sufre con angustia la inseguridad producto de la poltica de sus gobernantes, que reaccione y se conciencie de que la condicin sine qua non de la seguridad supone el fin de la ocupacin de los territorios palestinos y que la paz no se consigue levantando muros y creando campos de concentracin.
En solidaridad con el pueblo palestino, ms amenazados que nunca, urgimos a la comunidad internacional a que ponga en marcha los mecanismos a su alcance que detengan este crimen contra la humanidad y culminen con el reconocimiento claro y conciso de los derechos nacionales del pueblo de Palestina. Por eso, exigimos:
- Detener la construccin del muro- Desmantelar los tramos ya existentes
- Devolver la tierras confiscadas - Indemnizar por los daos ocasionados.

MANIFESTO BY THE MADRID SOLIDARITY ORGANIZATIONS.
INTERNATIONAL DAY AGAINST THE WALL IN PALESTINE
November 9th, the date on which we commemorate the falling of the Berlin wall, we gather here in order to express our strongest repulse before the construction of a new wall: the Wall which the Israeli government is creating on the occupied Palestinian territories.
In the name of security, the current Israeli government, headed by Ariel Sharon, has activated the largest project of annexation of the Palestinian territory occupied since 1967, which fits within the policy of consummated acts that successive Israeli governments have carried out ever since that moment. During the first fase of the construction of the Wall, it is estimated that more then 210.000 people who live in 67 Palestinian villages and cities limiting with the line of armistice, established in 1949, have been affected in a dramatic manner. In the future fases of construction, the Wall enters some 20 kilometres into the Palestinian territory, in accordance with the needs of the Israeli occupiers who inhabit the settlements of Cisjordania, including those of Eastern Jerusalem, in an endeavour to incorporate at least a 200.000 of them to the Israeli territory.
This policy proves once more, the Israeli authorities unwillingness to reach a just and lasting peace agreement, which would put an end to the occupation and its nefarious consequences to both the Palestinian and Israeli people. Since 1967, the successive peace declarations have been accompanied by ground actions that confirmed the ambitions of annexation towards the Palestinian territory, usurping of the land, taking possesion of the water supply instalations, construction of settlements and deportation of the population.
The Palestinian population still suffers the destructive consequences of the occupation. Since the conclusion of the Oslo Agreements, which let through a glimpse of hope, the Palestinian people have seen how the colonization of its territory was accelerated and the liberty of their movement cut. The construction of the Wall would isolate them from the outside world and leave them on their own under a total control of the Israeli occupation army. In order to construct the Wall, Israel is confiscating land, destroying houses, commerces, schools, water resources and cultivable land, violating flagrantly the International Law. The Palestinian city of Qalqilliyya may serve as an example. The city with its 40.000 inhabitants has been left totally surrounded by the Wall, having only one access, for entrance and exit, with a restricted schedule of opening, and guarded by the arbitrary judgment of the soldiers in charge at the moment. The population was separated from their cultivated land and the tradesmen cannot sell their products. Before such economical desperation, the land is being abandoned and the commerce ceases, forcing the exodus of the population towards other zones of Cisjordania. This situation is creating new internal migrations, which are produced in the same way as in 1948 and 1967.
The Israeli government, as it sentences the population to collective prisions, tries to destroy the Palestinian National Authority and its institutions, its economic, social and cultural basis, apart from taking away the inalianable right to education, health and development from the entire population. This policy can only provoke chaos and poverty that shall conduct to the abyss. In other words, to the destruction of the Palestinian society in whole and to the impossibility to create the independent Palestinian State. We are afraid that the next step could be the beginning of the deportation and massive migrations of the population followed by an official annexation of the Palestinian territory.
Before this situation, which cannot go on, we have to condemn firmly and once more the international passive resignation. The United Nations Security Council and General Assembly reports reflect how the innumerable resolutions condemning Israel turned into dead letter, beginning from those referring to the occupation of the Palestinian territory, followed by the one condemning the unilateral annexation of the Eastern Jerusalem, the presence of the occupying force settlers in the occupied territory and collective punishment of the civilian population, including the last General Assembly resolution against the construction of the Wall. All of it with the inconditional support of the United States, expressed by signing strategic agreements outside of the United Nations framework.
However, the fact that most worries us, as European citizens, is the lack of capacity of the European Union to make pression to the State of Israel, in the manner in which it was done with South Africa, through suspension of the Agreements on Association. We, the democratic forces who support justice and seek the respect for the international law, before this situation of complete deterioration, demand an urgent envy of an international observation force, under the United Nations mandate, in order to preserve the integrity of the Palestinian people.
The Berlin Wall fell in 1989, due to pressions both from inside and outside. The international community was contrary to its existrence from the very moment of its construction and it didnt cease to make efforts in this direction until it was destroyed. Also this new wall, as well as the other ones created in the world, should fall, due to interior end exterior endeavours.
From here, from Madrid, we express our solidarity with the sectors who fight for peace within Israel, and who raise their voice against the indignity of this new wall. Also, we call upon the Israeli society that suffers the lack of security consequence of the politics of its leaders, to react and gain conscientiousness that the sine qua non condition of security is the termination of the occupation of the Palestinian territories and that the peace cannot be achieved by constructing walls or creating concentration camps.
Out of solidarity with the Palestinian people, under more threat than ever, we urge the international community to activate the mechanisms within their reach in order to stop this crime against the humanity and to crown them with a clear and concise recognition of the rights of the Palestinian people as a nation. Because of this, we demand from the Israeli government the following:
- Stop the construction of the wall
- Dismantle the existing works on the wall
- Return the confiscated lands
- Indemnify for the caused damages
